This is a B movie but a very entertaining one Emmanuelle Vaugier and Antonio Sabato Jr are no great actors but they are helped by a good supporting cast including Eric Roberts, Michael Ironside, Michael Moriarty and Clarence Williams III. The plot involves secret government experiments, psychic abilities and a new age cult. I had low expectations after hearing so much negative about the film, but I liked it.

I wish I could say a few nice things about this movie, but I can't. 'Mind storm' is a sad attempt at a psychic thriller. At best this would have been an ok late, very late night TV show on an obscure cable channel. Ok here is the set up; a govt, experiment to give children psychic abilities goes awry and years later comes back to bite some of the same govt officials in the back side. One of the kids grows up to be a cop working to help find missing children. She is played by Emmanuelle Vaugier. She is very sexy, but sadly can't act to save her life. Her half way partner, played by Antonio Sabato Jr needs to go back to Soap acting. Maybe they both do? There were a few high points. Michael Ironside plays the Senator. He always makes a great bad guy. Clarence Williams III player Emmanuelle's adoptive father, and William B Davis (of the X-files) makes a guest appearance as the head mad scientists. Eric Roberts plays the reincarnated childhood friend. Man, what happened to him after 'Runaway train'? The story was weak, as was most of the acting. The sets looked cheap and the special FX were low budget. I say stay away from this one.
Sorry to say but this was a real stinker. I only give it 2 stars because of Ironside and Clarence Williams...

Tracy Wellman, a driven private investigator with powerful psychic abilities, has a secret. Ever since she was 9 years old something has been missing in her life-her past. Now that's all about to change. When Senator Armitage, a leading presidential candidate, hires her to find her missing daughter Rayanna, Tracy stumbles onto a cult led by David Mendez, a mysterious New Age Guru whose telepathic powers dwarf her own. With Mendez's help, Tracy unlocks her traumatized memories and learns that like him she is the product of a Cold War Experiment, one that was violently terminated at the hands of a GRU hit squad. Whle the experience left Tracy a confirmed pacifist, it has made Mendez a manipulative psychotic bent on revenge against Armitage, the former NSA Director responsible for selling them out to the Soviets. The cult he leads is merely a front designed to lure the Senator in, and it members, including Rayanna, are expendable. But revenge is only part of his plan. By the time Tracy realizes the full extent of Mendez's twisted ambitions, it's too late. In order to stop him she must violate her deepest convictions and resort to the methods of the men who robbed her of her childhood....
